In addition to Russ' reply, it should be possible to use any make
implementation (that roughly conforms to POSIX), so a dependency
on, say, GNU make, would be stricter than necessary.  For example,
Debian also packages BSD make (as pmake) and that does just fine
with files generated by automake.
