It's probably not right to have .pc files as architecture-independent
data: typically, .pc files are system-dependent.
Having .pc files installed with install-exec can be done with something
like
pkgconfigexecdir = $(libdir)/pkg-config
pkgconfigexec_DATA = foo.pc
