Note that it does at least do that by appending the `+'.

I figured the ChangeLog Id just helps CVS users keep more precise track of 
what Bison they're invoking when they type "bison" at the command line.  
It is not strictly part of the version number.  That is, `+' covers a 
range of CVS versions between releases.  Also note that the Id doesn't 
print for a Bison release since the makefile automatically detects whether 
you've added `+' to AC_INIT.

The `+' does, yes, but do people normally build a .tar.gz from CVS sources 
(other than at release time)?  If someone does for some reason, is the `+' 
a problem?
