Thanks for the suggestion.  Someone on another mailing list also suggested 
that.  Then someone else claimed the following....

Do you know anything about that?

Also, I think we'd need free hosting.  With LimeSurvey, 
www.limeservice.com offers 25 responses per month for free, and additional 
responses aren't terribly expensive.  However, given the size of 
help-bison's subscriber list, I'm afraid we're going to pass 25 quickly.  
I'd hate for potential responders to be turned away, but I'm not going to 
spend my own money on this right now.

Perhaps requiring FSF approval and completely free hosting is so 
restrictive that we have only one option: wait for Savannah to offer 
something.
