No library is installed in gnubarcode 0.99

Dear mailinglist,

the recent gnubarcode 0.98 by default the static libraries and include files in 
the prefix. The version 0.99 does not do this.

You are referring gnubarcode to be
> Available as both a library and an executable program
Unfortunately the latest version is not really available as library without 
manually picking and searching together the pieces.

I think the attached patch should mainly do what is needed. Or am I missing 
something here?
