As I recall, the manual is stored in the CVS repository for Bison's web
pages. There's a link to that under Source Code in savannah. I've never
updated the web pages before, so I don't know the procedure. That's the
primary reason I'm putting it off. We ought to document it in HACKING
when we figure it out.
By the way, I just noticed that README-hacking still says we use CVS for
Bison's sources.
