cfagent 2.0.4 tries to stat shell pipeline

Hi,

Somewhere between 2.0.0 and 2.0.4, cfengine started stat()ing the
command given to restart a process, whether it has useshell=true or
false.  I don't quite see what purpose this code has; wouldn't it be
fine to just try to exec() and give an error if that fails?  At least in
the case of `useshell=true' the first word on the given command line is
not necessarily stat()able.  Opinions?
