With SVN you don't necessarily need shell access to commit. SVN repositories _can_ easily be made available via HTTP(S) and WebDAV (which is actually my preferred access method just for that reason).

We still should have sourceforge to access the compile farms.  Unless we
can get that somewhere else.  This is very important for regression
testing.

This is probably true. Also distribution of releases via sourceforge is quite nice.
