[Bug classpath/27871] Improved plugin detection for Mozilla/Firefox

This looks identical to bug #27723. However, this patch seems to use some
additional logic instead of relying on the pkgconfig files only. Is there
really a reason for this. The initial description certainly shows that there is
a firefox-plugin.pc file available on the platform.
