[Bug classpath/29346] New: ./configure should detect/handle missing firefox-dev

I tried to install GNU Classpath on a fresh Ubuntu installation. I started
without having the firefox-dev package installed. ./configure completed
successfully. However, when doing a 'make' it complained about a missing
npapi.h. IMO, the configure script should detect the missing firefox-dev
package and either complain or disable the plugin build. After installing
firefox-dev and re-configuring (!), the build completed successfully.
