[Bug classpath/30216] New: NullPointerException in javax.management.MBeanServerDelegate.sendNotification

When launching Tomcat 5.0.28, the sendNotification method is invoked on a
MBeanServerDelegate object, allthough the addNotificationListener method has
never been invoked. This leads to a null pointer exception in sendNotification
because the listeners field is null.
