Adds AC_PROG_LIBTOOL to configure.ac

Maybe my system configuration is rather unusual (had to build libtool from
source, which ended up under /usr/local/bin), but I found it necessary add
AC_PROG_LIBTOOL to configure.ac (patch attached).

Disclaimer: I am by no means an autotools expert; Google had to tell me what to
do. ;-)

(Really found this problem with version 0.99, but Bugzilla didn't know about
that one yet.)
