bug#48353: result of date is wrong if Etc/GMT is used

The date command inverts the sign if TZ is set with Etc/GMT.

Example:
TZ=':Etc/GMT+5' date
Result:
Di 11. Mai 05:08:48 -05 2021

Tested with version coreutils-8.28 and coreutils 8.32-1.
