[Bug-dejagnu] [dejagnu 1.4] make check failure on alpha-dec-osf4.0f/mips-sgi-irix6.2

make check fails one test on both alpha-dec-osf4.0f and mips-sgi-irix6.2
(besides requiring make install first, otherwise if running make check in
the uninstalled build tree fails with `runtest not found'):

Running testsuite/runtest.all/options.exp ...
FAIL: No arguments

i.e. runtest -srcdir <srcdir> without additional arguments doesn't warn

        WARNING: No tool specified

I've no idea what causes this.
