Follow-up Comment #1:

This is as expected. You are building native Windows binaries (since you pass
--host=i686-w64-mingw32 and use corresponding CC and CXX values). Native
Windows binaries cannot execute shell scripts, since there is no sh.exe in a
native Windows environment.

In the development version, in order to avoid continuous integration failures,
I have declared these tests as expected failures:
