/dev/env/DJDIR is a DJGPP-ism. /dev/env/FOO expands into whatever value
the environment variable FOO has. So if your DJGPP directory is /djgpp,
$DJDIR will be /djgpp. So the install directory in the original poster's
mail is fine.
The default prefix set in config.site for DJGPP programs is
/dev/env/DJDIR. The use of /dev/env at runtime is actually quite useful,
since it makes DJGPP packages easily relocatable.
