Line numbering problem

This bug report will be sent to the Free Software Foundation,
 not to your local site managers!!
Please write in English, because the Emacs maintainers do not have
translators to read other languages for them.

In GNU Emacs 20.7.1 (i386-*-nt4.0.1381)
 of Tue Jun 13 2000 on buffy
configured using `configure NT'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Emacs fails to display line numbers if the number of columns is
greater than 200.

As you start scrolling down the file, emacs fails to display line
numbers and mode line shows ?? in place of line numbers. The file in
question had 228 columns each and had a size around 61K. I have also
noticed that it works properly for files much larger than this where
file size goes around 4M and with 10000 lines.

I have set variable line-number-display-limit-width to 1000000.

Exact column count is not known but as per discussions on ntemacs-user
list the problem arises is column count is equal to or greater than 200.
