Something here is very strange.  I downloaded the same 
elisp-manual-20-2.5.tar.gz, but from ftp.gnu.org, and I don't see any 
problem there.  First, the Index node is in elisp-42 file, not elisp-41.
And second, the Index is there, right where it should be.

So I'd say whoever prepared that elisp-info.tar.gz on wuarchive did a 
poor job, or had some build-time snafu.  I suggest to use the 
distribution from ftp.gnu.org instead.
