I agree that the current behavior is not ideal.  Actually, the case
where it annoys me most is when I do C-x C-f reg TAB RET and the
completion only completes to `regex.' because there are both .c
and .h possibilities.  I think that before accepting a non-existent
file, Emacs should prompt for confirmation.
