Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Hello folks,

Thank you for your work on Emacs 21!  I've been following the progress
for some time now by using the pretests and for me something has gone
wrong in the transition from the pretest version 21.0.106 to the
release version 21.1.  

The (vertical) scroll bars do not function as they should anymore: 

- The scroll bar button does not vary in size anymore (I think it
  should depend on the size of the buffer).  It is always very small
  (Probably the minimum size.)

- The scroll bar button does not move anymore.  (I think its vertical
  position should indicate the location of the point in the buffer.)
  I always stays at the top of the scroll bar, regardless of the
  position of the point the the (large) buffer.

- The only exception to the previous point is that the scroll bar
  button does move if you drag it explicitly using the mouse (mouse 1
  or mouse 2).  However, as soon as you move the point by other means,
  the scroll bar button moves back to the top of the scroll bar.

- If the point is at the bottom of (a large) buffer and you use the
  mouse to start dragging the scroll bar button (which was at the top
  of the scroll bar) down, the point moves from the bottom of the
  buffer to the top of the buffer.

I hope I didn't ruin the release party, as this looks like a serious
bug. :-(
