They could. But that variable went from a default value of nil in
Emacs20 to an arguably low default value of 10 in Emacs21. The
semi author can't retroactively go into everyone's computer to
change his code :-)
I'm just suggesting that the default not to be changed
unnecessarily to a value likely to trip up many users.
