repeat-complex-command doesn't repeat menu commands

I went thru all the trouble to pick universal-coding-system-argument
out of the menu (it's called something different there by the way),
but when I do C-x ESC ESC, I am disappointed that I can't do it over
or see what lisp I just did.  Instead, all I can do is pick it out of
the menus again (or hit the much easier C-x RET c, but that's besides
the point).
