This problem also plagues swedish input modes. I use Emacs 23 from here:

It's not possible to enter "funky" scandinavian characters(å,ä,å) - hieroglyphs
are printed instead. It affects both swedish-keyboard, swedish-postfix and
swedish-alt-postfix.
Russian input mode works normally, however.
