[PATCH] perform sanity check in po.m4

Please consider this sanity check for po.m4.  This should help to prevent
developers from mistakenly adding broken locales (e.g. "klingon" instead of
"tlh").

Note: since the list of valid locales is subject to change (and to avoid
breaking those legitimate derivations floating around), the line I'm submitting
only tests for the name scheme rather than against SUPPORTED.
