I think it makes more sense to actualy add a minimal license first and then
discuss whether a less restrictive one would be better.  Currently it has no
license so it's just illegal to do anything with these files.  OTOH, if you
set them to GPL you can always change it to be less restrictive (as long as
you or the FSF owns the copyright, that is).
