Details:

will work on simplifying the build system on
https://gitlab.com/rurban/gperf/-/issues/3

remove the seperate configure files, and switch to automake.
this would enable proper testing, e.g. distcheck,
valgrind ci, and easier autoreconf.
also replace CL_PROG_INSTALL with latest AC_PROG_INSTALL
