they will be deleted and replaced by copies from gnulib.

I believe to move to gnulib (please don't confuse with glibc nor
with glib), see the gnulib module on savannah.

Ideallly, the lib/ and m4/ subdirs would be empty in the CVS, and
./autogen.sh would call "gnulib-tool --import" to copy these files
from the gnulib CVS.

I should read the gnulib manual and investigate some examples.
SImon Josefsson told me I should look at his projects:
        Libidn, GNU SASL, GnuTLS, Shishi or Base64
