Silly suggestion - maybe your OS X and Debian boxes don't have the
cs_CZ.UTF-8 locale installed ? That will certainly cause fmbtest to
be skipped, and a quick look at foad1 shows it too will not run the
remaining tests if the locale is missing (lines 137-140).
I see the cs_CZ.UTF-8 failures in foad1 on recent linuxfromscratch
and derivatives, with pretty much the full set of locales installed,
for 2.5.3 and 2.5.4-20080209b (glibc-2.6 and newer).
