I don't think any of the problems have (unfortunately) been fixed, indeed they aren't fixable: you have to choose between sane ranges and working collating symbols/equivalence classes.
This is not entirely negative: the patches are okay with me, but they will only have an effect as long as distributors use --with-included-regex.
