This mailing isn't for GRUB Legacy support. And in this particular case
recommending switching bootloader is useless since the problem is an
operator error. There is nothing to "fix" in GRUB. The operator mistake
was in:

grub-install --recheck /media/a1
It musst be:
grub-install --recheck --root-directory=/media/a1 /dev/sdb
And next time read one-page help before writing three-page scream.
