I just tried installing guile-1.4.tgz with this options:
sh ./configure --enable-maintainer-mode --with-threads --with-modules 
- --exec_prefix=/usr

After doing make I got:

Uncommenting the declaration of inet_aton in net_db.c line 85 fixed the 
problem.
