[bug-miscfiles] [Miscfiles] Proposed upgrade of the home page

Hello,

I am a member of the gnu.org French translation team [0], and also try
to update obsolete features in web pages to make future style
improvement easier. The Miscfiles home page [1] has the old kind of
translation list at the bottom of the page. I propose to upgrade it to
the latest boilerplate [2]; this would also remove a wrong link to
boilerplate.html. A diff is attached.
