I see two problems in the captured image screendump.ppm:

It is too small; the letters are half the height of 20 pixels preferred by 
ocrad. This can be solved by using 'ocrad -s2'.

screendump.ppm seems to have been converted from jpg or something, which has 
blurred the letters. Maybe try to capture directly to png format, which is 
lossless and ocrad 0.28 can read directly (without conversion to pnm).
