What did you upgrade? Cygwin or Parallel?

I missed this question the first time.  I upgraded Cygwin and that is when the 
problem started.  I also found someone who has not yet upgraded Cygwin but has 
the same version of "true" and they do not have the problem, so the problem is 
likely within the Cygwin core.

After the problem occurred, I installed the latest version of Parallel 20130722 
before that I was running 20130422.
