Sorry, I noticed I didn't answer your mail!
Anyway, I don't think this should be a PedDevice issue, but
a PedDisk / PedPartition issue. This is going to get complicated
with LVM/encryption/etc (I want Parted to head in that direction...
;-)
This will probably come up in discussions between EVMS and
Parted people, which should be starting now.
So, I should recommend everyone has a look at:
http://oss.software.ibm.com/evms
Because Parted is probably going to end up merging with it ;-)
