No idea; most people number their PCI busses from 0, then HP came along
and spread theirs out over the available range of 256 values.  These
things happen.  Maybe someone will decide that leaving gaps is a good
idea, so that they can split partitions and keep keep table entry order
the same as partition order on the disk.  Or MS might decide it's a good
way to screw up other OSes ;-)

So I've heard, but I don't know when that will appear in distros.

I don't feel very strongly either way, but if we are going to change the
kernel I need to fix debian boot-floppies to match.
