Because it's smart. Please never, ever try to _replace_ released
softwares. You can't, furthermore it's highly unwise.

People already downloaded it and the package started to spread. If you
made a release with the same version number and you get bug reports you
won't know which one the user really uses. Users also won't know what they
are using or would like to use or which one really has problems.

A new release, whatever minor is the change, can have lots of side
effects you have never thought about. 

The solution is extremely easy to avoid this kind of mess. Bump up the
version number, document the fix and make a new release.
