I don't know the history.  I can only assume that 50 years ago, some
intern made the decision to choose 63 rather than 64 without telling
anyone.  A billion people have been stuck with it ever since.  I am as
mystified as you are.  I can think of more horrendous mistakes in
human history, though :p
