Yes and I suspect some of the FAT related problems are due to these. These issues happened less often when disks were smaller and they manifest more often as they grow.
FAT has also lower size limits which may prevent seeing this problem more often.
Another issue is that while FAT is very simple, only about 2-3,000 lines of code, NTFS is over 250,000 (and though all required code exists and it's stable but the task overall is relatively too laborious and far not the most requested).
