Can you give an example showing how it does not work?

BTW, what do you mean by "doesn't work"?  Prints two diagnostics?
If there are two invalid file names, I think two diagnostics is fine.

However, if somehow you can come up with input that contains 3 bad
file names, A, B, A, then yes, you would inappropriately see two
warnings about A.  But since I could not construct a case like that
I didn't think it was worth worrying about.
