With the LinuxMint rec-mode.el version, in my .emacs file I had to add

In both rec-mode.el versions the default defcustom rec-open-mode is
'navigation.
Looks like a bug.
Try with rec-mode.el from
http://git.savannah.gnu.org/cgit/recutils.git/plain/etc/rec-mode.el
I mv'ed the LinuxMint version of rec-mode.el to rec-mode.el.orig I
copied the above savannah rec-mode into my site-lisp. Also commented out
the (setq rec-open-mode 'edit) in my .emacs
Opened emacs, and TestRecord.rec which opened in navigation (not edit);
Switched to terminal, then emacs -Q, loaded rec-mode.el and then opened
TestRecord.rec which opened in Fundamental mode; M-x rec-mode and
TestRecored was still in navigation mode.
Also, the same or a related bug - any .rec file I open is in Narrow mode
as well as navigation mode.
I uncomment (setq rec-open-mode 'edit) and saved the .emacs, closed and
reopened. My .rec files opened in edit mode and are widened.
The above is for LinuxMint 17.1 Mate, Emacs 24.3.1.
