gnupg 2.4.1 creates "common.conf" file in ".gnupg" directory (introduced in
https://git.gnupg.org/cgi-bin/gitweb.cgi?p=gnupg.git;a=commit;h=d9e7488b17fdc617eec735e2c0485b69285ba511)
which makes Test-metalink-http.py and Test-metalink-http-quoted.py fail.
