[Classpathx-xml] incorrect namespace URI

The namespace URI on xmlns: attributes is incorrectly reported as 
"http://www.w3.org/2000/xmlns";; the specification requires 
"http://www.w3.org/2000/xmlns/"; (and the spec also requires that URIs be 
compared as character strings).

* DomConsumer.java -- line 616
