Cygwin FIFOs are known to be broken. They are a work in progress (Windows provides lousy support for emulating POSIX fifos).
In any case, I think it would be better to skip this test on Cygwin. Many test failures...
Yeah, and some of that is due to cygwin-specific patches that I maintain in the cygwin port of coreutils, but haven't yet bothered to isolate and push back upstream. But not my highest priority at the moment, nor has it been a show-stopper for a coreutils release in the past.
