BTS Mail-Followup-To submitter email

Just an FYI for frequent bug tracking system users...

Glenn Morris made a nice improvement to the Mail-Followup-To header
that is added to the closed bug email.  The closed bug email includes
a MFT header to keep follow-ups from going to the -done address and
closing a possibly later reopened bug.

It most recently did not include the original bug submitter but with
the new improvement it now does so that follow-ups will be directed
automatically to include the original bug submitter.  Nice!  Here are
