So taking your NoRepeatStart.ly and giving it directly to LilyPond it
is fine.
If you are familiar with the command.com or other terminal you could
run

lilypond-windows.exe NoRepeatStart.ly

and then look at NoRepeatStart.pdf to establish that it is your
lilypond version that is broken. If so you can re-install it or
download a more recent version and use Edit->Change Preferences-
>Externals->lilypond
to point to it.

Unfortunately, the overnight build of Windows hasn't happened last
night, so you can't start from there.
