Hey Scott,
You're not alone! That URL is super confusing. I have no clue what they want or how they want help doing it. I don't think there is like a backlog or a queue that is being worked on. I've never figured out how this thing works. If you do figure it out, please share. Maybe we can then update the wiki with what the process is.
