This might be due to the centralized nature of IRC. Even if there would
be a supposed set of interconnected IRC networks, there is no federation
since the network's ability to communicate with others would have to be
made explicit by each IRC network (member of the group) or by a
“leading” IRC network from that group and, in any case, the
account-related services would still have to be centered on only one
member of that conglomerate.

I hope that the FSF's channel moves to XMPP as a way to address this and
other issues.
