please do not confuse things. We want do deliver a whole experience. But 
the gnustep "core" team maintains only the essential KITs and libraries, 
the development tools and some essential applications. It is up to other 
developers and groups to complete the experience and deliver what they 
think best.
Different people have different opinions about the final product. Think 
about XFCE vs. GNOME. Or even KDE4 vs. the KDE3 "fork".

You may want to look at Etoilé, the GNUstep Application Project or 
Backbone for projects which cater together a set of tools.
