Experience shows that there is a high per-user probability of silently
giving up instead of asking for help.

The problem is, how do we effectively communicate that they need to
grab a snapshot?

I suggest that the pnetC installation procedure checks whether the
installed pnet version has the fix, and if not, tell the user where
they can get a snapshot.
